When bottom-up and top-down disagree.
Every operator carries a bottom-up inventory built from factors, activity data and engineering judgement. From February 2027, Article 12(3) requires it to be reconciled against a site-level measurement. The awkward question is what to do when the two do not agree.
Schematic. Illustrates the concept of interval overlap, not measured values.
Vemissure is being built to supply an independent measurement constraint with an honest interval, so an operator can establish whether a difference is material or simply within measurement uncertainty — and can show the reasoning.
