Pre-endorsement stage Capabilities described on this site are planned. Nothing here describes a capability that currently exists in operation. See the roadmap.

Your verifier will ask one question.

"Is this gap real, or is it inside the measurement uncertainty?" Vemissure is being built so that an operator can answer it — with a calibrated interval, a traceable budget and an artefact that can be attached to the filing.

Planned capability · MVP targeted M14 Measurement basis · evidence input · reconciliation

The operator problem

Two numbers, built two different ways.

From 5 February 2027, Article 12(3) of Regulation (EU) 2024/1787 requires operators to reconcile source-level inventories against site-level measurements for operated assets — and from 5 August 2028 for non-operated assets.[4][5]

Bottom-up

The inventory

Built from emission factors, activity data, equipment counts and engineering judgement. Comprehensive in its own terms and consistent with how the asset is operated — but assembled from assumptions rather than observation. Offshore, where inventories are weakest, the problem is worst.

Top-down

The measurement

Derived from observation of the atmosphere above the site. Independent of the operator's assumptions — but sensitive to wind, background, revisit frequency, detection floors and retrieval choices, each carrying its own error, and most of the time reported without an interval that behaves as stated.

So what happens when they don't agree?

Without a calibrated interval on the measurement, the honest answer is: nobody can say. The gap might be a real discrepancy in the inventory. It might sit entirely inside measurement uncertainty. Those two situations demand completely different responses — and an uncalibrated number cannot tell them apart.

The reconciliation question, drawn

Schematic — illustrates interval overlap, not measured values

A · INTERVALS OVERLAP — CONSISTENT BOTTOM-UP TOP-DOWN Difference is within measurement uncertainty. B · NO OVERLAP — MATERIAL DIFFERENCE BOTTOM-UP TOP-DOWN A real gap. Investigate the inventory. C · UNCALIBRATED — UNRESOLVABLE BOTTOM-UP ? INTERVAL OF UNKNOWN COVERAGE ? No defensible conclusion available.

Vemissure is being built to move an operator out of scenario C into scenario A or B — and to document which one it is.

What we will not sell you

This does not replace your inventory.

The limit

Published satellite detection floors sit at roughly 99 kg/h for GHGSat, 66–144 kg/h for Tanager-1 and about 1.4 t/h for Sentinel-2 under blind test.[6][16] Most site emissions fall below those thresholds. Vemissure does not and will not claim to produce a site's primary inventory.

The claim

It produces an independent site-level constraint with a calibrated interval, reconciled against your bottom-up inventory. That is what Article 12(3) and OGMP 2.0 Level 5 require — and no more. Only about 6–7% of OGMP-reported production has reached Level 5 so far.[7]

Planned workflow. Vemissure supplies steps 04–07 as a measurement basis and evidence input.

What the operator gets

An independent measurement constraint, an interval that behaves as stated, a documented reconciliation, and an artefact that can be handed to a verifier without further translation — and re-derived years later if it is challenged.

The boundary

Vemissure supplies a measurement basis, an evidence input and a reconciliation. It does not perform regulatory verification, does not certify compliance, and does not carry your reporting obligation.

Operator questions

The things worth asking early.

QDoes this replace our existing monitoring?

No. Vemissure sits above whatever measurement sources you already use — including continuous ground sensing, which is complementary rather than competing — and makes the resulting number defensible. It is a layer, not a replacement.

QWhat do we have to supply?

Site boundary and metadata, the reporting period, and your Level-4 bottom-up inventory with its basis. The reconciliation is only meaningful if both sides are on the table.

QWhat if the calibrated interval is wider than what we use now?

Then it is wider — and it is defensible. A correct interval is worth more in front of a verifier than a narrow one that turns out to have overstated its own precision. The corpus is designed so that median interval width at fixed confidence falls over time.

QWhat does it cost?

The planned architecture is a £25k platform fee plus £8k per site (£15k for tasked acquisition), packaged as three tiers at £49k, £105k and £249k. These are planning assumptions benchmarked against comparable methane advisory engagements;[17] Vemissure is pre-revenue and nothing has been transacted.

QCan we start with one site?

That is exactly the MVP scope: one site, one reporting period, one measurement basis. Design-partner engagements of that shape are the most useful conversation available right now.

QWhen is this available?

Vemissure is pre-endorsement; the capability described is planned, with MVP acceptance targeted at Month 14 relative to programme start. Given the February 2027 reconciliation date, a design-partner conversation now is the right timing. See the roadmap and stage gates →
